If you are able to use WiFi try sending SMS text messages with Skype, Google Voice or WhatsApp. These SMS text apps run on your data plan. This means they can send and receive SMS Text messages over your WIFI signal. Smartphones will always utilize your WIFI connection to send data instead of the cellular network if it is available.
If you have an iPhone you can utilize the FaceTime voice feature. This excellent feature allows your iPhone, iPad, Mac or iPod touch to make voice calls using WiFi, or over 3G/4G if your device has a data plan.
